Project 5-100 International Council meeting: results out now

The tenth meeting of Project 5-100 International Council was held on 27 and 28 October in Yekaterinburg. The two-day meeting was chaired the Deputy Prime Minister of the Russian Federation Olga Golodets.

The Council has reviewed implementation plans 2018-2020 for enhancing competitiveness and improving efficiencies and effectiveness («road map») of 21 Russian leading universities - Project 5-100 participants. University’s road map is an essential component of its competitive strategy development and implementation focused on maximising the potential of university’s research system, fostering innovation, strengthening university’s research and technological capacity as well as its competitiveness and capability to solve major social challenges. The Council has also taken special interest in ensuring broad-based policy review, monitoring of development progress, challenges and achievements of each Project 5-100 participant.

Far Eastern Federal University, Kazan Federal University, Moscow Institute of Physics and Technology, Lobachevsky University, National University of Science and Technology MISIS, National Research Tomsk Polytechnic University, National Research University − Higher School of Economics, National Research Nuclear University MEPhI, Novosibirsk State University, ITMO University, RUDN University, Samara National Research University, Saint-Petersburg Electrotechnical University «LETI», Sechenov University and Peter the Great Saint-Petersburg Polytechnic University presented theirs «roadmap» on the first day of the Council’s meeting. 5 universities - University of Tyumen, Siberian Federal University, Immanuel Kant Baltic Federal University, South Ural State University and Ural Federal University named after the first President of Russia B.N. Yeltsin - reported to the Council on the second day of its annual meeting.

At the 10th session of Project 5-100 International Council, the following decisions were made. All universities remain Project 5-100 participants. Project 5-100 participants were then divided into three bands. The leaders are HSE, ITMO University, MEPhI, MISiS, MIPT, NSU and TSU. KFU, RUDN University, Sechenov University, SPbPU, TPU, University of Tyumen and UrFU enter the second band of universities. FEFU, IKBFU, ETU «LETI», Samara University, SibFU, SUSU, UNN make the third band of Russia’s leading universities.

The Council on Competitiveness Enhancement of Leading Russian Universities among Leading Global Research and Education Centers (Project 5-100 International Council) was established in 2013 in accordance with the Russian Federation Government Decree No. 211 of March 16, 2013 and the Russian Federation Government Decision No. 529-r of April 6, 2013. It was set as an advisory board. The Council assesses Russian leading universities’ achievements in pursuing competitiveness enhancement programs under the Project, endeavors to implement the relevant aspects of the Project strategy and gives recommendations to the Ministry of Education and Science of the Russian Federation. In July 2013, the Council met for the first time to identify the universities-winners of the competitive selection and to determine which of them would participate in the Project.

On 28 October, Urals Federal University hosted a conference «Russian higher education in a globalized world». The conference was attended by representatives of 117 Russian universities, including 80 heads and acting heads of universities. Deputy Prime Minister of the Russian Federation, Chairman of Project 5-100 International Council Olga Golodets and Sverdlovsk Region Governor Yevgeny Kuyvashev delivered welcome remarks at a panel discussion «Project 5-100 - Russian education development trajectory». During the exchange of views moderated by the Deputy Chairman of Project 5-100 Council Andrei Volkov, statements were made by Deputy Minister of Education and Science Lyudmila Ogorodova, Malcolm J. Grant, Philip G. Altbach and Koenraad Debackere. Yaroslav Kuzminov, HSE rector , ITMO University rector Vladimir Vasiliev, Marina Borovskaya, Southern Federal University rector, and Mikhail Strikhanov, National Research Nuclear University MEPhI rector, presented the conclusions of the round tables they chaired to the Plenary as well as summed up round-tables’ discussions and thematic debates.
