The updated ranking of Interfax presents 7 universities of the 5-100 ProjectJanuary 19, 2021
The Interfax Group has presented an updated ranking of Russian universities implementing educational programs in the direction of State and Municipal Administration. The ranking is published annually since 2019 within the framework of the National University Ranking project and includes 50 higher educational institutions of the country. The National Research University Higher School of Economics once again showed consistently strong results, ranking second for the third year in a row. Among the other universities participating in the 5-100 Project, the top 20 of the ranking included the Peoples' Friendship University of Russia (8th place), Peter the Great St. Petersburg Polytechnic University (12th place) and Siberian Federal University (20th place). The ranking also includes Kazan (Volga Region) Federal University (27th place), Ural Federal University named after the first President of Russia B. N. Yeltsin (29th place), Tyumen State University (38th place). The Interfax rating is designed to promote the development of university brands, improve the status of managerial work, state and municipal services.
Elina Mun, Director of the RUDN University Rating Research Center: “RUDN has been a member of the rating of universities implementing programs in state and municipal administration, by the Interfax agency for three years - since the launch of the rating. This year, the university has climbed four lines and took 8th place. The high score was achieved due to the increase in publication activity and citation of teachers in this area, and this is 75% of the rating. Also, this year, within the framework of this study, the quality of the transition to distance learning in the context of a pandemic was assessed; University successfully coped with this difficult task."

I believe that our great success lies in the fact that Polytech is the first technical university in the list of specialized universities that train specialists in the economic and humanitarian spheres. "State and Municipal Administration" is not our basic direction, but the level of training allowed us to become the only technical university included in the top 20 of this rating. It is important for the Polytechnic University to maintain its interdisciplinarity and combine engineering knowledge with meta-competencies associated with the development of soft skills. We train specialists who understand how this or that engineering technology contributes to the development of the economy and how certain management decisions make it possible to quickly bring their products to the market. The successes of our graduates not only in technical, but also in economic and humanitarian spheres indicate that we are on the right track. "
Denis Guts, Vice-Rector for Academic Affairs, Siberian Federal University: “We have deliberately worked for this result and are glad that it received an assessment. I would like to note that the demand for this direction is quite high, and at all levels, starting with the bachelor's degree. Thus, the competition for "State and Municipal Administration" this year amounted to 54 people per seat. It is important that after training, a fairly large percentage are employed in their specialty. The demand for a master's degree is high. Often these are those who already work in the executive branch, but, realizing their professional gaps, would like to eliminate them. Separately, it should be said about additional education in this area. The customers of the programs of additional professional education on "State and Municipal Administration" are not only local executive authorities, but also other state structures far beyond the borders of our region. A big plus of the program is the presence of a large number of practitioners among the teachers. They are always willing to share real life cases, which allows students to solve their own problems. "
The compilers of the rating assessed universities according to five indicators: the number of implemented specialized educational programs, the number of publications (in 2018-2020) on the topic "State and Law" (Public Administration) in journals of the VAK list and international publications, the average citation of articles by university authors on topics of public sciences, the number of graduates with honors from universities in 2020. Alexey Gorshkov, Executive Director of the Interfax Group, noted that the core of the assessment of universities - scientometric indicators of the activities of the scientific and pedagogical staff of the programs "State and Municipal Administration" - remained unchanged. “The quality of personnel training remains the most important problem for the management system of the country, territories, cities, as well as the relevance of research in the field of management. The results of our ranking help universities position themselves as a high-quality educational platform for the training of qualified personnel, and government bodies - to carry out an effective selection of the talent pool”, - added Gorshkov.
